 Finland  Joined GMI in 2008 

Introduction

Finland joined the Global Methane Initiative (GMI) in 2008 and provides ongoing support by serving on the Steering Committee and Biogas Subcommittee.

The Finnish Government has taken action against methane and intends to be a carbon neutral society by 2035. As a result of its Climate Change Act and collaboration with international partners, Finland has implemented numerous policies to reduce methane emissions, including establishing regulatory standards and promoting biogas production and use. These efforts continue to support significant reductions in methane emissions.

Finland is currently active on the Steering Committee and the Biogas Subcommittee.


Methane Emissions Summary

Annually, the Finnish Government develops a report of the nation’s inventory of greenhouse gas emissions. Preparation of the report, which is submitted to the United Nations, includes collaboration with experts from government agencies, academic institutions, industry associations, consultants, and environmental organizations. In 2022 Finland’s methane (CH4) emissions have decreased by 48% from the 1990 level due primarily to improvements in waste treatment and a reduction in animal husbandry in the agriculture sector. In 2022, the primary sources of methane emissions in Finland were:

  • Agriculture (49%) (enteric fermentation, manure management)
  • Waste (30%) (landfills, wastewater treatment, composting and digestion)
  • Energy (5%) (combustion, fugitive)
  • Land Use, Land Use Change, and Forestry (LULUCF) (16%) (drainage and rewetting and other management of organic and mineral soils: managed wetlands, drained organic forest soils, open burning)

Methane Commitments and Plans

Methane mitigation efforts in Finland are guided by national and international commitments and plans. Finland also participates in several partnerships dedicated to addressing climate change.

National

Finland has a national action plan and strategies to provide leadership to government, non-government, and the private sector.

  • Prime Minister Petteri Orpo’s A Strong and Committed Finland Programme was released in June 2023.
  • Finland developed a National Methane Action Plan with the Climate & Clean Air Coalition in 2022, which compiles the methane specific measures from the broader Medium-term Climate Change Policy Plan.
  • The Finnish Climate Change Act, revised in 2022, specifies a Climate Change Policy Planning System and anticipates climate neutrality by 2035. Finland’s ambitious goals to reduce GHGs by 60% by 2030, 80% by 2040, and 90-95% by 2050 include also measures to reduce methane emissions.

International

Finland actively supports and collaborates with several international efforts to address methane challenges.

Methane Actions

The following highlights actions taken in Finland to address methane, organized by GMI sector. Finland is a member of the European Union (EU), which is an important context for climate policy planning and legislation. Some of the legislation that is relevant also for methane is jointly decided and applies to all EU Member States.

Biogas Sector

  • In 2021, Finland passed the Waste Act which requires separation of waste, more efficient recycling, and promotes a circular economy.
  • Finland has implemented extensive waste legislation through the Ministry of Environment and is considered to be a leader in waste to energy efforts.
  • Since 1999, Finland has required the capture and control of landfill gas for most operational and closed landfills under EU Directive 1999/31.
  • European Union’s investment support for biogas investments on farms and rural enterprises is included in Finland’s Common Agricultural Policy (CAP) Strategic Plan in force from the beginning of 2023. There are also different national incentive schemes for research, experiments, advisory services and investment relating to manure management and increased efficiency of nutrient recycling.

Oil & Gas Sector

  • Finland uses a modern gas distribution network and centrally controlled Leak Detection and Repair (LDAR) system measures to reduce methane emissions.
  • As a recent development, the EU’s methane regulation on the reduction of methane emissions in the energy sector (EU/2024/1787) entered into force in July 2024. A "regulation" is a binding legislative act, which must be applied in its entirety across the EU.
